Lower Control arm sleeve

What is your question?

I hit a deer and had my truck towed and fixed. Got it back and it was pulling to the left, shaking. Took it to a different place and they said they couldn't do an alignment because they said where the lower control arm is bolted, it was missing two out of four sleeves??? What are sleeves?? Cost??? Why didnt they fix this when the adjuster looked at it the first time?? I feel like I have been duped. I had insurance!!
