I just completed a rebuild on a 1997.5 Tacoma 2.4 engine and cannot get it started. I sounds like the timing is off and I wanted to know if the mechanical timing could be 180 degrees out of time with the electronic timing. I have no distributor to check.

Yes the distributor can be installed in any position so it is possible to get it 180° out. Remove #1 spark plug - put finger over plug hole - have helper ‘bump’ start until you feel compression coming up - now put crankshaft balancer on the top dead center mark (0) .. Check to see if distributor is pointing to #1 on dist cap.. Easy as falling off a log if you’re savvy. Good luck!
Other that proper placement of distributor - I don’t know of anything else you would be inquiring about.. ‘Engine timing’ (crank to cam) is near impossible to foul up - - dot on gear to shiny link on chain for both crank and cam.
