Can you by pass the wiring and connect to the pump? Could you put a pump on the rail?

There are all sorts of differnt ways to rig this up but they probably are not the safest. You are going to want a professional to look at this as anything with electrical portion of the fuel system can be dangerous. Here is a link to find a shop near you. https://repairpal.com/repair-shops Alex
I'm sorry but you are mistaken about the cause of the fuel pump failures - there is nothing to burn up the fuel pump ... There are many factors that can cause the fuel pump to become inoperative .. However it really doesn't help to just post all of the possibilities - I agree - you will need qualified hands-on help.
Furthermore - the in-tank fuel pump will not allow fuel to pass through it - so even if you tried an externally mounted pump (the fuel pick-up inside the tank) would have to be modified as well - it would be best to repair the actual cause of the original failure.
