why does the cooling fan stay on all the time while driving?

2000 toyota solara 2.2L the cooling fan come on around 185.0 degrees while driving but i don't never hear it cut off is the fan coming on too soon? seem like the engine is burning to much gas i done replace spark plugs and air filter. is the engine getting hot enough?
