not sure if my powersteering pump is making a whining noise or my starter?

start my car and u can hear it, sometimes just barely. sometimes when i turn the steering wheel and sometimes not. it doesn't speed up with rpm's. i can kinda hear the whinning on freeway but afterwards it stops, sometimes. sounds like that noise when a powersteering pump is going out but it doesn't make the noise when i turn the wheel, but it does?
What makes this problem better or worse?
