Headlights wont work, low or high beams. Fuses are good, what am I missing?

Verify battery voltage and ground at head light connectors, and power at the fuses when lights are in the on position. Possible headlight switch.

Sounds like the headlamp switch itself. need a qualified tech or friend with proper test equipment to check. you have already covered the basics.

Check for voltage at the bulb's connectors. I've seen the headlamp relays fail on these vans. It could have a head lamp switch failure also. You'll need to follow the wiring diagram and determine where the car is losing power or ground signal.
