Fuel pump is in gas tank trying to find an easier way to get to it other then taking off body panel

Hello, Question one: have you verified the fuel pump has failed? Through thorough testing? Many folks replace the fuel pump in anticipation that it's a "common failure" that will "fix the vehicle". It's not so common in vehicles in at least the 2000's. Beyond that, removing the fuel tank is pretty straight forward and requires removal of the spare tire, removal of the tank protector (simple bolt-off situation -- is that what you meant about the body panel?) and so forth. Nonetheless, without removing all the fuel safely and using proper equipment to do this job, it can be quite dangerous and difficult.
Toyota fuel pump failures are rare indeed - however they do fail - but not frequently. Just saying.
