My Prius has been dead for about a week, with our -53 wind chill. Can I charge it with a portable charger?

Provided the correct procedure is followed yes you can charge the ‘vehicle’ battery.
To clarify further, as Pushrod was alluding to, this is only going to charge your 12 volt engine battery, not the hybrid battery.
