Is there a special way to remove oil filter, local shops have been unable to remove the filter housing and are worried about cracking it being made of plastic?

I don't see anything special. Proper tools used, it should come off with no problem.

Lower housing was obviously over torqued when last installed - part is available in case it needed. There is a specific tool that fits that part correctly and should be used. Highly recommend professional engine servicing!
