With the difficulty in removing the filter I’m wondering if the filter was ever changed!

I don't see anything special. Proper tools used, it should come off with no problem.
Lower housing was obviously over torqued when last installed - part is available in case it needed. There is a specific tool that fits that part correctly and should be used. Highly recommend professional engine servicing!
The universal tools simply do not fit properly - using the correct tool for Toyota is imperative as others often will not remove an improperly - over tightened lower oil filter housing. A professional will utilize the correct tool for removal and not ‘over torque’ upon install. Good luck with it.
