How to set timing on 06 hybrid Highlander 3.3 V6 & is it an interference engine?

Have found the crankshaft timing marks for the crankshaft and the cams don't line up but both cam marks do line up together. I'm thinking the crankshaft is out of time and needs to be adjusted. Do I remove old belt and rotate crankshaft clockwise till #1 is @ TDC, then install new belt?
