I thought there was a tin can draging under my 2005 toyota highlander me mechanic said mt backing plate front is rusting off he can take them of fwith no need to replace

Hello, immediately - yes - you could remove them if they are corroded and deformed and contacting the rotors. Saying they aren't needed is a bit reckless. Sure, immediately it's not urgent, but they do serve a purpose or Toyota wouldn't waste the money or vehicle weight to install them! Replace rusted components and recheck operation.
The backing plate is a SHIELD! ... You might drive this vehicle from now on and never know the difference - but what about that road debris or small stone that might get lodged in the area if the cv joint - abs tone ring and wheel speed sensor..... It depends - if just a small section of the outer portion needs to be removed that’s a bit different.. Seems if the complete backing plate is what’s to be removed then it would be a no brainer - replacement is in order.
