Can it be a fuse? Likely to be expensive or easy repair? Suggestions? No blower when car restarted. No air coming out of vents at all.

you could check the fuse/relay,resistor,but if the blower motor was making a noise,then quit,it's most likely the blower motor when out.the blower motor is around $65.00,with the wheel.
How hard is it to replace? Do I need a lot of fancy tools?
no just some basic tools.should be a youtube video,on how to r&r. Remove the glove box assembly. Disconnect the connector from the blower motor. Remove the 3 screws and the blower motor. Fig. Removal and installation of the blower motor To remove: Remove the blower motor and the three screws. disconnect the electrical connector. Remove the glove box assembly. Remove the instrument panel. Remove the cooling unit. Remove the nut and disconnect the ABS ECU from its position. Disconnect the blower motor connector. Remove the two nuts, a bolt and the blower unit. To install: Install the blower unit with the two nuts and a bolt. Install the ABS ECU with the bolt to the reinforcement. Connect the blower motor connector. Install the cooling unit. Install the instrument panel. copy and paste the videos,watch the 3rd one from the left.
