mechanic put in a new radiator.have a 1994 Camry LE. My overflow tank still has sludge

first we need to know WHY the radiator was replaced?? Second , was the overflow bottle cleaned out to begin with?

My coolant was leaking. I checked the hoses for being squashie and the small radiator hose was. I put a long white rag inside under the radiator. Found where a leak was. I never spoke to the guy, other than when I picked it up. Found out fairly quickly that my brakes are barely breaking. Let alot of people pass me as I went about 2 miles a/h.Got home safe.looked at my brake fluid.NONE. this is the one leak I have never had. Now I go to see if this shlep did anything right. Overflow tank that hasn't been changed in a long time, so I was thrilled. Nope, same fing sludge. I can't afford the tow never mind brake pads or rotors or whatever. My friend who got me this guy won't even give me his #. Go in for a radiator, come out with no brakes. I am beyond Bullshit.
