Have qualified personnel re-evaluate this condition - as posted it makes no sense at all. “Brake lights” and headlights have NOTHING on common.

Typically the *brake light switch STOP PAD* has broken causing brakes lights to stay on. Nothing to do with headlights. Use Google for part identification.
