Why is there fluid (oil) in one of my spark plug cyclinder

Had a tune up last year, mechanic noticed fluid and for an sdd'l $100 he removed fluid. Can I just do the same(looks so easy, he just wiped it out with a rag). Yes, there is fluid in there again. Why?

There are rubber seals under the valve cover that’s allowing oil to enter the spark plug tubes... VALVE COVER GASKET SET is what’s needed.. These seals are included with the valve cover gasket.
