What is your question?
--Whenever the weather is below 35/40 degrees F, the speedometer stops working and there is a rattling sound. --Mechanic said only fix was to find a "low mileage" same make/model/ year "instrument cluster" to replace what is in the car now. Difficult to find. --Any alternative fixes? What is it about the cold that causes the speedometer not to work? Car has 199K miles, has manual transmission, and is well maintained.

eBay has reasonably priced instrument clusters for your car! .. You will also need the speedometer cable!! .. The cable is what's making the noise and could quite possibly be the whole problem if it's worn enough at the ends that go to the transmission gear and the instrument cluster .. Very common for worn speedo cable to raise hell in cold weather! .. You could just replace the cable assembly first and try it... Can always get the cluster later... Talk with your mechanic about it.
Did you find this information helpful? .. I took the time to investigate the availability of the parts, explained the most likely scenario for you .. The information is FREE .. A simply reply would be the courteous thing to do!
Although very tempted to ignore your Comment, I am responding to say that I am astounded at your Comment. Are you really so much in need of verbal kudos that you try to shame someone into giving them to you? I just read your Answer at 10:54 am EST on 12-15-2016 and it is 11:06 am EST as I write this Reply.
At least it prompted 'A' - 'response' that likely would not have been posted otherwise! .. Using my better judgement, I'll just post this reply > the money you'll save here will be a nice gift .. Merry Christmas! ... BTW, you're welcome.
