how do I set idle speed in 1990 toyota celica. It's at 1100 rpm

First check and verify no vacuum leaks!.... Then TEST Idle Air Control valve , also you can see if that's where the problem stems from by blocking off the port in the throttle body with your finger and see if that slows it down.
