Brake pedal pulsation (like ABS kicking in) at low speeds.

2010 Camry with about 100K mi seems to brake normally otherwise but, when braking, will pulsate like ABS kicking in but not until I hit about 3mph even with light pedal pressure. Happens in Drive & Neutral (don't remember if it does it in reverse). Does not happen if rolling to a stop in neutral without brakes. ABS light not on. No scan codes came up (but did not scan it when driving.) Suspect ABS sensor. Not sure if I am hearing a low growl of a wheel bearing. Related? Ideas? Thanks!
What makes this problem better or worse?
pulsation only about 3-4 times occurring when braking and slowing to about 3mph
