Sound of pipe dragging on ground when driving

What is your question?

I have noticed this last year on a day after a very heavy rainstorm and driving through a puddle. I have been noticing at random times what sounds exactly like a pipe dragging on the ground while I'm driving and occasionally after some bumps. I checked the underside and all the pipes are still attached. Could this be a serious problem?
