As stated above, none of the power windows are working. I have confirmed the power and ground to the master switch are all in working order, however, the 30A fuse located in the instrument panel fuse box continues to blow. All window motors/regulators are functional.

Probably should take a look at this diagram: https://www.autogenius.info/toyota-camry-1998-fuse-box-diagram/ Probably should make SURE the window lockout switch is not turned on. Good luck!
You might see my answer in other forums. I have a 1998 Toyota Camry V6. The windows and sunroof did not want to work from the driver panel, the power lock still worked from the driver control panel, all the other window switches didn’t work on all the individual doors. Right away I replaced the 30AMP fuse that was severely blown, that didn’t work. I looked for any broken, brittle loose wires alongside the driver doors leading to the quarter panel; nothing. I looked in all the fuse boxes for any other fuses that might be blown; nothing. I tried resetting all the door switches by holding them down/up per a yt video; nothing. I let the car sit for months but my daily’s ac doesn’t work and now it’s in the 100’s + in TX so I decided to use this car since the ac blows ice cold but we revisit the same issue we started with. It would greatly help for the windows to work so I’m not baking while the ac kicks in. Tried everything I had tried before and searched videos and forums online all over again; same result. Finally I took off the plastic and metal panel under the steering wheel. Turns out I had a connection that wasn’t plugged in so that was what was causing power to not go towards the windows. I plugged it in and immediately rolled down/up the windows and opened the sunroof. I will post a pic later when I have time as this may very well be the issue you are having. I was very close to ordering a whole new driver side control panel but i was certain it wasn’t that. Hope this helps whoever is reading this.
