Could the ignition switch, be stuck in the cranking position, or shorted out?

I was driving my 98 Camry when the wipers, just came on in the wash wiper mode. I tried the controls , but they didn't work. I pulled over turn the key off, but it kept trying to crank. I checked the wires, changed the wiper switch, and pulled out the starter, and had it checked. I pulled the fuse out to stop the wipers, and after I reconnect the battery, and crank the car, it keeps trying to crank.
