Pushrod thanks for the advice, I pulled out the clip, and put the tester on it, and it lit up. I didn't even have the key, in the ignition.

That small starter wire is shorted to battery power and it may indeed be inside of the ignition 'electrical' starter switch or a failed relay .. I don't know your skill level but the *starter relay* needs to be tested first .. 'IF' relay is ok the wire harness connector that is attached to the switch, under dash, can be unhooked to see if small starter wire is still hot .. If unhooking the switch wire connector turns off power to the starter wire .. Replace ignition electrical switch .. IF battery power is still present at the small starter wire connector under hood > find and repair shorted wiring .. See owners manual for relay location in under hood fuse box ..
