why is my valve cover leaking, 02 Avalon been to shop 3 times still leak

There is no set specs. for this cover. I go about 15ft/lbs plus a 1/4 turn. Be sure to use an even and alternating pattern to insure even pressure across whole gasket or it will leak again.
