Where is Neutral safety switch on my 2000 Toyota Avalon XL

Our 2000 Toyota Avalon Xl wouldn't start when my wife tried to come home from work so we called for a tow. the tow truck man went to tow the vehicle and put it in neutraland turned the ignition key and it started right up I think it's the neutral safety switch. I was having problems with the key getting stuck when I was trying to turn it on or take it out prior to this happening so im not totally sure what could it be and what would be cheapest way to fix it rather than buy a whole new one?

It just happened last night but I've been having a problem with the mission key lock barrel it was not wanting to release the key
