My power steering pump was replaced. now the tech says I need to have the rack and pinon replaced. it worked fine before the pump replacement. Now there is no assist to the steering at all?

Something seems to be amiss here - - however I suppose there is the slim possibility the failed pump has damaged the rack internally.. Then I suppose the rack could have been the actual culprit all along - pump was ok. *Hands-on* evaluation required.
