I have figured out that the vehicle will not start unless I turn the ignition key several times until the check engine light on the dash is illuminated. It will not start if this light is not illuminated. Have new battery, new battery terminals, ignition switch, ignition key cylinder, checked fuses (new starter relay). Check engine light intermittently will be on and off while driving. Would bad starter contacts do this
What makes this problem better or worse?

No - failing starter contacts would still allow the starter motor to CLICK each time the key is turned to start - then eventually crank the engine. Do you hear an audible CLICK when turning key to START each time?
This is the baffling part, the starter turns over fine and will where down the battery if the check engine light is NOT on as it will not start in this mode. So when I start the vehicle I have to turn the ignition key on and off "until" that check engine light on the dash is illuminated. Then it starts fine. Some sort of intermittent electrical problem maybe.
⬛ï¸â–ªï¸Replace the EFI relay - under hood fuse box.â–ªï¸â¬›ï¸ That’s what’s responsible for sending power to the ECM when ignition is switched on. The statements about the battery was a little confusing as it pertains more to NO CRANK rather than no start.
Pushrods Well I took your advice and tried another EFI. I actually traded the turn relay with the EFI relay and everything has been working fine since. It starts every time now, so thank you for your advice. Since you were so helpful I have another intermittent problem with the check engine light coming on. It usually comes on when I first start the vehicle. The OBD reader gives me a Eva red code with no other information. I have cleaned the throttle body and the idle control attached to the throttle body. The check engine light usually will disappear after the vehicle runs for a little warm up time. Any thoughts?
