Recently I have had my tires balanced twice in a short span of time. After last time is when I really noticed the scraping sound. As mentioned when ever I turn the wheel to the right it scrapes but stops when brakes are applied.

Maybe brake pads should be inspected (even though you'd think they would have tried to sell them , when they did the tire balance , if they checked them). The other thing , which I think is more likely ,going by your description and timing of when the symptom started , is the backing plate is touching the rotor under the conditions described. Remove suspected wheel(s) , give the backing plate (or dust shield as some prefer) a push back , all the way around , watch the opposite spots' reaction , when doing this and apply pressure as needed to keep the distance even.
Thanks there is one thing I forgot to mention. The brake light on the car has been coming on for awhile, 4-5 months . It would go on and then off for a while.

Thank you for your help. I will get them to look at the brakes for sure. When you say fluid levels, is that brake line fluid. I asked them to check that when I got my oil changed Bout 3 months ago. I have had a few car over the years and I never would have thought of brakes because it seems so odd the noise stops when applying the brakes, other cars would make a screech when applied.
