Which layers do I remove from muffler and tailpipe bandage?

I bought a product called Muffler & Tailpipe Bandage. It's made by VersaChem, the package says SpiderPatch, and the color of the bandage is red.
Upon inspecting the product, there is three layers. There are two layers of red, bendy, fiberglass or plastic, which surround a layer of sticky, white, possibly epoxy like substance.
The package instructions show a picture of removing one layer from the bandage, and then applying it to the pipe. The picture is ambiguous. It doesn't specify which layers to remove. Do I remove both of the red layers, or only one?
