Power steering is shuddering at certain steering angles and speeds. No visible leaks or air in the system. Pump whines when cold, but goes away after warming up. Could it be rack up and pinion? What other checks can I do?

Yes - "could be rack and pinion" .. Also possible steering rack mounting issue. In any event - *hands-on* evaluation will be required.
