Wow that is quite the drop. You need to start with a profession scan of the computer. Only with the code or codes can we begin to diagnose what is going on here. Just as a side note: *Anytime* the check engine light remains on while vehicle is being operated - the cruise control functional - by design - is rendered inoperative. When the engine performance problems are corrected - cruise control will return to normal.
Would a oxygen sensor have to do with the problems I have
Subarus are notorious for 02 sensor//circuit failures .. However this must be tested by qualified personnel before any conclusions can be reached or a proven solution can be determined. It's not likely the 02 sensors are the sole reason for poor fuel mileage and may not be a contributing factor at all. Hence the need for TESTING!
