when I turn my ignition switch to own I get 12 volts I cut it off and turn it back to long I get no votes but when I turn the switch to start I get 12 volts every time I try could you help me with this mom whereas I'm losing my voice

That's normal fuel pump operation!! .. Look elsewhere for your concerns - whatever that may be.
