Car belt makes noise when AC is off

What is your question?

So I turn my car on and after a minute it'll start to make a horrible noise from the belt area. If in turn the AC on it stops and then it just makes chirping noises every couple of seconds then if the AC gets turned off it makes the crazy loud noise again? Is the AC clutch going out?
