why does my car run for about 10 minutes and dies. if i wait awhile it starts up again?

My roomates Saturn runs for about 10 minutes and dies. If he lets it sit from a while it starts bout only for short time. He has been running it on an empty tank alot and having to put gas in it when it runs out of fuel. I can hear the fuel pump when you turn on the key. Could it be a plugged filter?
