I HAVE 1995 SATURN SL1 DELPHI VI ABS BRAKE SYSTEM? BOTH ABS

mY CARE IS 1995 SATURN SL1 DELPHI VI ABS ? When I turn key on and start car lights abs and brake go off like normal . No lights at startup . No lights at all this car. When I leave parking lot from my house I no lights untill i get to a speed of 5mph I hear abs motors for few secs then they stop and I get a abs light and a brake light. When turn engine off and restart they go away until i go 5mph or higher anything below 5mph I have no lights .
