My car computer will not read. Continues to say not ready. No matter how much it

Ive took it to two places to get scanned and inspection station twice. Mechanic says maybe electrical. Last year it did the same thing and it was a sensor. Did not get record of what sensor it was. Help! Feelin fustrated.

It was scanned. Can it be electrical or a sensor?
