I had changed the battery , altnator, voltage regulator,& battery cable ends and my 2005 Saturn relay still has the battery light and says charge system failure

It will only start is long as the battery is fully charged or if u have jumper cables hook to it.
How long has your 2005 Saturn Relay had this problem?
Not quite sure what you’re referring to as installing the voltage regulator - this alternator has an ‘internal’ voltage regulator.
Check for blown high amperage fuse.
**TESTING** alternator output at battery terminals must be done .. Possibly defective alternator.
