What is your question?
gas tank leaks, so i put up on blocks to drop tank. i took off exhaust/muffler pipe. but now i need to drain fuel to less than 1/4 capacity and also relieve fuel system pressure. how do i do that since i have no money? i attempted to siphon the fuel many times in various ways but i wasnt able to. i decided to go ahead anyway and remove the muffler and the pipe it was attached to but now i realize i need to drain the tank (which is little over half full) and relieve the pressure but i dont know how or which to do first. do i need to run the engine at all in the process? and if so,will i need to reconnect the exhaust?

Are you replacing the tank??? Get drain pan , several containers , and poke a hole in the old tank to drain it. AFTER it is empty , start engine and let run until lines are empty(stalls) , that will relieve pressure in the system.
Thanks for helping out! But unfortunately no, im not replacing the tank. I need to locate the leak so that i can repair it. I need to get to the top half of the tank where the leak is coming from. at this point it could either be the fuel filler neck (where it connects to the tank) or it could be some kind of rupture in that same area. Ive tried siphoning the gas but for some reason every attempt was unsuccessful. then i tried that valve right above the engine block, but even when i depressed the little pin in the middle nothing happened. i tried turning on the engine after taking out the fuel pump fuse and it wouldnt even run, it just kept cranking and no gas or air seemed to come out of the valve.
I don't know how Saturns are set up , but are you SURE there is no access to fuel pump from either through the trunk or an access panel under the rear seat? IF it has either , I would remove and inspect the lines coming off the pump for rodent damage or other failure first , before removing the whole tank. Just a guess , maybe?
