it really cold that night, north wind bout 18 mph, wind chill was 7degrees. got in car and started it and the horn started blowing and wouldn't shut off, didn't know where fuse box was so i unhooked a battery cable, found fuse box and removed fuse. a month has gone by and i went to put fuse back in and horn still blows.

The horn will stay blowing if the switch in the steering wheel is faulty, the sliding contact in the steering wheel has an issue, or the horn wiring itself has a concern. Testing in the circuit is needed to find out what is going on.
The problem IS within the horn pad / air bag assembly! ... The material inside the horn pad becomes deteriorated and mushy - that allows the horn ground contacts to close - sounding horn without being pressed. An alternative is to have a universal horn button installed in a convenient location to the vehicle operator .. This will save you several $$$. (This repair will not affect air bag operation in any way) The fix will require auto repair skills beyond that of the average DIYer. Good luck!
