wont start, no crank, no start, lights dim and do not return

new battery. all power shuts down when trying to start and power does not return except for clicking sound from the dash near glove box. have to remove positive cable to stop the clicking and for the lights to return. negative cable removal does NOT reset the clicking or lights. try to start again, same thing happens. worn loose ignition lock.
