Can a normal vaccum operated brake booster stick wearing out the brake shoes

I have changed everything ,hoses,master cylinder,calipers,rotors high quality brake pads and i still have the same thing,when i changed then pads i didnt crimp off the brake hose,i heard thisn can cause problems with the abs but i dont have an abs light on.
