dimmer switch turned down? or fuse blown?

Each fuse was tested. .n..all ok...dimmer switch was chk by pulling out carefully. .nwires all intack...plus I have no manual. ..what else can it be?

possible bad multifunction switch or bad dimmer switch... google Part Number: S2168 OR D6214D for picture. also Part Number: S14054........dash mounted or column mounted switch??
