Since C E L has been on, there should be trouble codes stored in E C M memory .. Professional scan test required to determine which system is at fault .. It is more than likely within the EVAP system .. One should ALWAYS avoid 'overfilling' (topping off) fuel tank to prevent fuel contamination of EVAP system components!
