What is your question?
The horn won’t stop . Had to pull the fuse. How much to fix this and how to fix it? Some say new airbag assembly. Some say pull the airbag and add a different horn button somewhere .I’m very confused. On a budget and bought this car used for my daughter and want her to be safe. Replaced the relay, worked for awhile then went off again. Some say it’s a short. Don’t know how to fix or how much?
What makes this problem better or worse?
Horn won’t stop unless fuse or relay is removed

Airbag will have to be removed only to disconnect the horn GROUND wire - then the airbag can be reinstalled and will still be functional. An auxiliary horn button can be installed at a location that’s convenient for the driver so horn can be sounded as needed. This is not recommended for the DIYer - do not know your skill level. Good luck!
Auxiliary horn button is inexpensive - labor shouldn’t be that bad but I can not price a job for someone else.. It’s a pretty simple procedure. The *horn pad* commonly becomes deteriorated inside and now it’s keeping the horn grounded at all times - therefore it sounds continuously - until the circuit is broken - as in remove fuse.. The airbag must be removed and the *horn pad* ground wire must be disconnected and insulated (taped) before adding an auxiliary horn button. NOW - ‘IF’ you wish to just disable the horn and drive on without a horn - - remove the RELAY instead of the fuse... I won’t explain the difference as it’s no need to here - but that is the best way to go about it! The choices are yours. I hope this helps clear up the confusion.
