I'm trying to cut a gas tank strap bolt off the broke free from the clip but I can't get a swazall blade on to the bolt because the clip is in the way. Any suggestions.

So the stationary nut has broken free and now it is just spinning as you try to turn the bolt ? You will need to find a way to hold that nut in place while bolt is removed - any other recommendations I have would not benefit the DIYer’s attempt as it involves specific tools and procedures to safely complete..
