It sounds like someone's hot wiring a car like rubbing wires together. It makes that noise every time I turn the steering wheel

Electrical circuits are protected by the fuses - IF this were an electrical short in the wiring - fuse(s) should open the circuit (blow) stopping any electrical issues.
