horn does not work. when checked with power, the horn sounds. fuse gets blown every time.
What makes this problem better or worse?

Wiring diagram is not going to help much at all here .. It a simple groung circuit from steering wheel out to fuse box then to horn .. It is not likely this short circuit is any further down than the steering wheel since that is the only moving part .. Possible shorted horn pad (button) or clock spring failure .. Disassembly and inspection is the only way to discover the culprit.. IF you plan to attempt repair - heed air bag warnings. Good luck.
