First time problem. Recently, however, tachometer and speedometer needles began shaking for 3-5 seconds after starting car and the fuel mileage has been resetting spontaneously (several times this week). Lights on dash are all bright, interior lights and radio working, and jump starting didn't work, so doesn't seem to be battery.

Yes, I can use a volt/ohm meter. Which connections are most likely and should be checked first?
Start from the battery , confirm FULL charge (12.5V) , Then test voltage at solenoid , while someone turns the key to 'crank' position. Should be battery voltage. IF it is and all you get from starter is a click , most likely starter has failed. make sure cable (primary) from battery to starter is good- NO more than .1V drop from battery end of cable to starter end.
