Vehicle wont shift out of park. Been using bypass to shift. Is there a recall

The pcm is not communicating with the shift solenoid.

First , check your brake lights. IF the brake light switch is not operating , THEN the PCM will not allow it to activate the 'shift lock solenoid' enabling it to come out of park. Fairly common , testing can easily confirm this PRIOR to buying possibly an unnecessary part. Might also check (ALL) fuses , that is also a possibility.
