why don't the license plate lights illuminate in the day time?

Because the license plate is VISIBLE in the daylight! ... The DRL (Daytime Running Lights) are the only lights that turn on in the daylight hours - no other lights are illuminated .. When darkness approaches - the Automatic Headlights will turn on - THEN - the other exterior running light will also be illuminated.. There is no problem here!
