Why does my Heater-A\C blower motor only work on fan speed 4? 02 Nissan Frontier

2002 Nissan Frontier - The A\C & Heat blowing motor works great on speed 4 (which is the highest speed). On levels 1,2 & 3 I get nothing, may as well be turned off.
